At the first inspection, I wrote a correction that the service drop is too close to the water. That old style drop must be changed to a triplex and it can then be as close as 12'.

However, Edison will not change the drop unless I release the panel. Well it's not the original equipment and there is no permit for an upgrade.

Where do you see 12'?

It is 22' in 680.8, Supported on and Cabled Together with a Solidly Grounded Bare Messenger or Solidly Grounded Neutral Conductor up to 750v.

Here in California, we are forced to let the utility company make the rules.
 
It would help if I took a little more time setting up pictures.
