Building Permits for <$20,000

Section 143-138, subsection (b6) states

"(b6) No building permit shall be required under such Code from any State agency for the

construction of any building or structure, the total cost of which is less than twenty thousand

dollars ($20,000), except public or institutional buildings. ..."

Can anyone interpret the practical implications of this?

The state doesn't require building permits for small projects.

It does not exempt the contractor from any building code requirements

(b5) is for local jurisdictions

It means that the local building departments are subsidizing code enforcement for small projects. In some states the cities and counties would be screaming "unfunded mandate".

Emphasis on "the State" here, as opposed to local building dep't? So for any project below threshold, you work according to code, but no paperwork to fill out?
