Can anyone interpret the practical implications of this?
The state doesn't require building permits for small projects.

It does not exempt the contractor from any building code requirements

(b5) is for local jurisdictions
 
It means that the local building departments are subsidizing code enforcement for small projects. In some states the cities and counties would be screaming "unfunded mandate".
 
Wow, you have a powerful equine lobby. I think someone here last week said a horse isn't a farm animal, it appears to be the only farm animal in NC.
 
Emphasis on "the State" here, as opposed to local building dep't? So for any project below threshold, you work according to code, but no paperwork to fill out?
