Building Steel Concrete Encased Electrode and Ground Rods

How does the statement differ from extortion.?
It is not extortion, settle down.

The purveyor has the right to establish conditions prior to providing service. They can reserve the right to refuse service where they have a policy to support, and in this case, on the basis of safety of both their crews and the customer. We do not have to agree with their policy, nor does their policy have to align with national or state code. Code is the minimum - if they require something above code, that is their business. Don't like it, I'm willing to bet they have oversight by a commission; take it up with them.
 
Rebar is not required in the footing. But the contractors usually put in two runs of rebars in anyway but not always. Sometimes they put in the rebar when pouring concrete after the footing inspection was done. But they are not on the plans. So, when I go to the job for a service inspection and there are 2 ground rods there I don't know if any rebar was put in the footing or not to require a CEE.
