Daycare toilets, IBC 2902.1

In 2015 IBC table 2902.1, it requires 1:15 toilets in a daycare and 1:50 in educational. So if a daycare is classified as an E, would they follow the 1:50?

Our local rules allow the kids under 2.5yrs to be left out of the toilet fixture counts.
 
If it is classified as a Group E occupancy and not a Group I-4 occupancy, then, yes, use the 1:50 ratio.
