Looking at a B occupancy 2009 IBCReconfiguration of lobby doors

I am inclined to cite IBC-1008.1.8 and A117.1-404.25 however, they only seem to address single doors.Would I be correct to assume the obstruction of the right side exterior door is in violation?Thanks.2009 IBC1008.1.8 Door arrangement. Space between two doors in a series shall be 48 inches (1219 mm) minimum plus the width of a door swinging into the space. Doors in a series shall swing either in the same direction or away from the space between the doors. 2009 A117.1 404.2.5 Two Doors in Series. Distance between two hinged or pivoted doors in series shall be 48 inches (1220 mm) minimum plus the width of any door swinging into the space.
