Double doors in tandem

Looking at a B occupancy 2009 IBCReconfiguration of lobby doors

I am inclined to cite IBC-1008.1.8 and A117.1-404.25 however, they only seem to address single doors.Would I be correct to assume the obstruction of the right side exterior door is in violation?Thanks.2009 IBC1008.1.8 Door arrangement. Space between two doors in a series shall be 48 inches (1219 mm) minimum plus the width of a door swinging into the space. Doors in a series shall swing either in the same direction or away from the space between the doors. 2009 A117.1 404.2.5 Two Doors in Series. Distance between two hinged or pivoted doors in series shall be 48 inches (1220 mm) minimum plus the width of any door swinging into the space. But looks like exit width would be reduced

Also is there an accessibility issue???

Not near the books this week but maybe 1005.2 2009???
 
I think the approach, and/or push-pull clearances are ok, considering a person would only be operating one of the door leafs.

I guess it's the exit width reduction that's hanging me up. I'll go with 1005.2, just wanted to have a more definitive example.

1005.2 Door encroachment. Doors, when fully opened, and handrails shall not reduce the required means of egress width by more than 7 inches (178 mm). Doors in any position shall not reduce the required width by more than one-half. Other nonstructural projections such as trim and similar decorative features shall be permitted to project into the required width a maximum of 11/2 inches (38 mm) on each side.
 
Do they need two doors for required exit width or can they go down to one and make the other fixed?
 
Our department has taken the stance that if the egress path changes direction (i.e., it doesn't continue in a straight line through both sets of doors) the doors are not "in series." If you then view it simply as an ANSI clearance issue, the problems become a little easier to see, IMO. I think you need to view it as a worst-case scenario for full-blown panic exiting to determine what works and what doesn't; what's allowable and what's not.
