Exam room flags - protuding objects

I am reviewing the plans for an outpatient clinic; the plans show those flip flags next to the exam room doors mounted at 72 inches to the center of the object. When folded against the wall they do not protrude more than 4"; they do extend more than 4" when flipped out into the hall. I see them like this everywhere else. Thoughts that since they fold back that they are in compliance with ANSI A117.1 section 307?

Any obstacle greater than 4" including "flip flags", are an obstacle.

Yes you can

There are also compliant "exam room signal flags" 4" or less

Thanks, I thought they would be a violation. I think some of the nurses might be to short to reach if they are above 80".
