Is the "pipe" a standard PVC pipe or could this be a firestop device designed so that cables can easily be removed and added? These types of firestop devices typically have an intumescent material that expands when exposed to fire and seals off the opening.
This is something that I would expect for a cable pathway firestop device: https://staging-www.stifirestop.com/products/ez-path-series-44/

So how do you remove the pvc piping, ...not
damage any conductors & install a compliant,
rated device to match the rating of the
corridor ?.......Disconnect all conductors and
pull them out of the "thru penetration", ...install
a compliant, rated device, or [ possibly ] cut the
gyp. board out larger than the existing pvc piping,
...install a compliant device to encapsulate the
existing pvc piping & conductors and seal completely
around the device with fire rated caulking, or other ?
NOTE: A given would be to discuss with the FCO \
BO for their input & approval of a "fix".
