How about running smurf tubing inside the rail?

Inspectors are just empowered to see that the wiring is protected, not to speculate that there may or may not be something inside the protection that may or may not affect the wiring, if there is a short inside the steel tubing on a deck what is going to happen? A fire inside the tubing, how does that affect life and safety?
