How to Measure the Height of an Emergency Escape and Rescue Opening

Correct however the 2018 IBC stated
1030.3 Maximum height from floor.
Emergency escape and rescue openings shall have the bottom of the clear opening not greater than 44 inches (1118 mm) measured from the floor.
so the 2021 IRC was changed to match the IBC requirement

So windows do not have a window sill per se just window trim

The sill is visible from the outside. The inside is the stool.
