Interpolation of IBC Table 705.8

It seems that IBC Table 705.8 does not permit interpolation. It doesn't explicitly allow for it (I'm looking at 2018) and I don't find any discussion of this online.

But it seems odd to me that, for example, a story with a fire separation distance of 9'-11" is allowed 25% protected openings but at 10'-0" it would be 45%.
 
Slightly off-topic but I was just struggling with similar interpolation issue in the plumbing code tables, where they have fixtures-per-person for 6 or 8 water closets in women's restrooms, but there is no code value in providing a 7th water closet:
