Nomenclature

There is no real name, but you can call it "corner reinforcement."

This is to prevent re-entrant corner cracking. They are used when contraction joints are not provided at the corners. Here's the PowerPoint slide from my Building Construction Technology course I used to teach:

IF that was the intent, most plans I have seen have called them hairpins or as you say, just corner reinforcement, usually seen on PT slabs and at columns, but same principal I imagine.
