I am working on a vestibule for a commercial building. The vestibule will serve two tenant spaces. One has an occupancy load of 25 and on has an occupancy load of 68. Both are group B occupancy types. There are individual doors coming into the vesitbule from each space, does this vestibule have to have panic hardware?

No, the doors serve neither Group A nor Group E occupancies. The space with an occupant load of 68 will need to have a second means of egress, which means the occupant load egressing through the vestibule will be 34 occupants plus the 25 occupants from the other tenant space (59 total). The door will need to swing out-ward, though.
