I looked into the issue of permits with regard to access control, and it was pretty obvious that a permit is required by the IBC for most electrical work - including access control / electrified hardware (I wrote about it here: http://idighardware.com/2013/03/permits-for-access-control/). The question has now come up on mechanical hardware replacement, for example, replacing an existing door closer (not electronic) with a new door closer (not electronic). If the door closer was being replaced with an electronic automatic operator, I think a permit would be required. Would you require a permit for the replacement of a mechanical door closer or lockset because it is part of a means of egress?
