Permit for Hardware Replacement?

I looked into the issue of permits with regard to access control, and it was pretty obvious that a permit is required by the IBC for most electrical work - including access control / electrified hardware (I wrote about it here: http://idighardware.com/2013/03/permits-for-access-control/). The question has now come up on mechanical hardware replacement, for example, replacing an existing door closer (not electronic) with a new door closer (not electronic). If the door closer was being replaced with an electronic automatic operator, I think a permit would be required. Would you require a permit for the replacement of a mechanical door closer or lockset because it is part of a means of egress?
 
Might depend on the city, I am thinking not normally.

Problem is knowing the change is going on .

For the electronic operator they should get a permit for the electric power work
 
Going out this morning to check a door if fire rated will need a permit.

108.2 Exemptions from application for permit.




10. Ordinary repairs that include the following:

10.1. Replacement of windows and doors with windows and doors of similar operation and opening dimensions that do not require changes to the existing framed opening and that are not required to be fire rated in Group R-2 where serving a single dwelling unit and in Groups R-3, R-4 and R-5.



 
If part of a listed assembly, then I would require a permit if not, I would defer to Francis' substantiation :-)

If replacing existing hardware with that of similar function then we would tend to apply this section of the VA USBC.

108.2 Exemptions from application for permit. Notwithstanding the requirements of Section 108.1, application for a

permit and any related inspections shall not be required for the following; however, this section shall not be construed to

exempt such activities from other applicable requirements of this code. In addition, when an owner or an owner’s agent

requests that a permit be issued for any of the following, then a permit shall be issued and any related inspections shall be

required.

10.11. Other repair work deemed by the building official to be minor and ordinary which does not adversely

affect public health or general safety.

If changing functionality or putting in mag locks or other ingress/egress controls then permit is required.
 
We have not required permits for this in the past, if something gets funcked up on a door/hardware replacement, it should get picked up on the next annual fire inspection, which we do. Had never really thought about it to be honest............ :(

3 years ago the call came in. "Do I need a permit to change out a door knob?" permit tech, without asking for more info answered No a permit was not required. A year later we are doing an annual inspection at an assisted living apartment complex and they have installed new door knobs for all the apartment entry doors and including the stairwell egress door. Not levers but round knobs.

From the `12 IBC, [A] 105.2.2 - Repairs:

"Application or notice to the building official is not required for ordinary repairs to

structures, replacement of lamps or the connection of approved portable electrical

equipment to approved permanently installed receptacles............Such repairs shall

not include the cutting away of any wall, partition or portion thereof, the removal

or cutting of any structural beam or load-bearing support, or the removal or

change of any required means of egress, or rearrangement of parts of a structure

affecting the egress requirements; nor shall ordinary repairs include addition to,

alteration of, replacement or relocation of any standpipe, water supply, sewer,

drainage, drain leader, gas, soil, waste, vent or similar piping, electric wiring or

mechanical or other work affecting public health or general safety."

IMO, ...compliant door hardware is a part of the MOE [ i.e. - a permit should be

required ].

I recall an incident where the listed panic hardware (bar) was replaced with an exit device (push pad); when the correction notice was given then asked if he could install the standard panic hardware instead.

I'm not aware of there being any problems with the replacement of door closers, seems to be typical repair event.
