Section 1028.1 Exception on interior exit stairway egressing other areas

I have an existing office building with five stories above ground floor, not fully sprinklered, and its main exit stairway discharges through the ground floor lobby which doubles up as the main entrance.
There is a desk with a couple security guards at the lobby and the 800 sqf lobby is sprinklered and separated 2h from the rest of the building which is not sprinklered except from a basement 15 place car park.
It complies with the exception in Section 1028.1, but my question on finishes requirements for this lobby. Which column in table 803.1 is applicable? I presume we are looking at the "sprinklered" columns since the title is not "fully sprinklered", right?
Then, do we go for class B since this is continuation of the exit stairway, or C for corridors?
 
Footnote "l" of Table 803.13 does not mention the building having to be sprinklered throughout as several other tables specifically mention. The Commentary is also silent on this subject.

Thus, I would use the sprinklered classes in spaces where sprinklers are installed and use the nonsprinklered classes in areas where no sprinkler system is installed.

Then how about the second part of my question? Is the lobby a continuation of the exit stairway leading to a class B finish requirement or not? What do you think?

In my opinion, this is a continuation of the exit, so I would use that column.
 
Whilst I would like to say B, I see no legal way to enforce that.....It is not an extension of the enclosure, it is an exception to be able to discontinue it.....
