This is absolutely incorrect. The specific is the grab bar reinforcing in Type A units. The general is chapter 6.Yes, but then 1003.11.2.5.2 says that a single restroom must comply with 608. To me this is a general vs specific requirement. General--all restrooms shall have blocking... specific--at least one restroom must comply with 607/608 (1003.11.2 / 11.2.5.1&2)
Think about this exception in 1003.11.1 for a minute

Where exactly would you install reinforcement per 1003.11.1?
Also, people renting apartments who are in wheelchairs or with other mobility impairments DO NOT WANT the grab bars installed. They much prefer to install them so they work well for their body size/shape and specific mobility impairment. The general grab bar locations are based on statistics to work for the most people in wheel chairs and that's good for public spaces but every human is unique and they want to tailor THEIR HOME to their unique needs. Go read the Fair Housing Act Design Manual. We actually install the reinforcement per the FHADM so that the grab bars can be installed in a range of locations to fit the tenant.
