Agaim I say, 36" landing is not enough for a WC to turn 90 degrees in, ramp or not.

the image On the right clearly demonstrates that it's possible for a wheelchair to make a 90 degree turn from a 36" wide sidewalk to a 36" wide sidewalk without having additional space at the corner. More space only required when doing a 180 degree corner.
