If the ground is up, and you wrap your finger around the bottom of the outlet for leverage when you plug it in, you could get shocked. If the ground is down, perfectly safe.

Not that stupid. Several times i have struggled to get a good grip on the plug, and was cognizant about accidently gripping the blades.
