There is no CPET in a single exit building

Scenario: R2 3-story walk-up apartment building where each exterior exit stairway supports 4 dwelling units per floor.

The exterior exit stairway is separated from the dwelling units by 1hr fire barriers and 1hr exit access doorways. The exit access travel distance ends at the unit doors with the exit access portion of the means of egress.

Per 2021 IBC table 1006.4.3, the exit access travel distance and not the CPET is limited to 125', for buildings permitted to have a single exit. In effect there is no CPET as indicated in the commentary of 2015 and 2018. The language has changed from previous code cycles where the equivalent tables shows CPET as limited to 125'.

Is it correct that CPET doe not apply to this building?

2021 IBC Table reference is incorrect, should be 1006.3.4

Just a thought

I do not think it ends at the doors.
This is based on the definition of the exit access travel distance ending at the entrance to the exit. (Code and commentary) In this scenario the exit portion begins at the doors and ends at the point where the stair meets the ground floor.

By definition the exterior exit stairway is also within the exit portion of the means of egress.

Do you references indicating otherwise?
 
Make sure you look at foot note a to table 1006.3.2(1), you need to comply with this foot note in order to have only one exit in your situation

Buildings classified as Group R-2 equipped throughout with an automatic sprinkler system in accordance with Section 903.3.1.1 or 903.3.1.2 and provided with emergency escape and rescue openings in accordance with Section 1030.
