Woah, what is that rise and run? 6" and 15" or something like that?
I think I remember a Tom Silva rule-of-thumb was two risers and one tread should equal 27-28 inches. Something like that anyways. Shorter risers need longer treads to still feel comfortable to walk on.

Probably safety glass at least at the first window...And I would take a close look at striger connections, but it doesn't look sketchy....
