turning space in R1 bedroom

Did a plan review on a large R1 building. One thing I noted on it was they needed a turning space in what they are calling a Kid's Room in an accessible unit. It's a small room with two beds 4' across from each other. Inbetween the beds on the end wall is a 4' doorway with no door. They are indicating a "T" turning space with the bottom of the T going into the room through the door. The top of the T turning space is in the hall of the accessible unit. 2009 ANSI wants a turning space in all rooms in an accessible unit. Would you accept this when the turning space is not entirly in the room?
 
2009 ANSI 1002.3.2 Turning Space. All rooms served by an accessible route shall provide a turning space complying with Section 304.

Section 304.3.2 allows a T-Shaped Space. If there is no door, and there is clear space, approved as designed.....

Agree, turning space is more than just a circle.
