Type B required R2 over B

I cannot find any conclusion to whether an accessible route and Type B units are required in this instance. New B occupancy on the first floor, new 2 stairs a six apartment units planned for the second floor. Two story empty warehouse type 3B, gut and change of use.

1107.7.1 - No elevator no upper level units require any type of accessibility, meeting 1107.7.1.1
1107.7.1.1 - One level must contain accessible units, no matter what?

I've seen posts in both directions, and would like some firm ground to stand on for the client and AHJ. An accessible route would kill the project. If we can prove it is required, would it be possible to shoehorn in a Type A unit on the ground floor and obviate the need for the accessible route?

Thank you. That's funny that person posted essentially the same question 20 minutes before me after I spent all afternoon trying to find a similar discussion.
 
My question differs slightly from the quoted post because it is an existing building undergoing a change of use. I believe that per IEBC 2018 305.4.2 Exception "Accessible features listed not required for type B units" we can have Type B units on a non accessible floor.
