Wanting to build a large pirate ship replica for an escape game.

Why not build the ship outside, and on a trailer? If it's not within a building then no building codes would apply, and if it's "mobile" then less zoning issues too.

Those huge houseboats on the bigger lakes? Retrofit one of them. When you buy it they'll probably even sell you the trailer to haul it on.

Out side could fall under special amuesment and more trouble
 
The ship that is not a ship.

Lets all call it what it really is: an assembly of rooms superimposed over one another.

The fact that you make it look like a ship is irrelevant.

You need to consult with an ADA consultant. I ran into this with a Lazor Tag facility and we were able to make it accessible on all levels.
