Where am I required to install light switches?

Code is a minimum. You pass with a letter grade D. It is not a design manual or even good design. Complying with code is a necessary condition but not sufficient to or good design.

Locate the switches where they will be needed by the users. Usually that means at least by all major entrances to the dwelling. Probably inside all bathrooms. I always end up with several in the kitchen. Probably 1 in each bedroom (upper end maybe more). And so on. It needs to be designed, and probably walked to through with the users if identitified. Basic design process. Seems almost assured to meet any regulatory requirements.
