Your Opinion vs What the Code Reads / Intent

To all as previously mentioned, it comes down to "intent"; that being "safe".
In court that may be subject to an "an it depends" analysis exclusive of code specifics or lack thereof.
Conditions differ as do the experiences of individual inspectors.
