Might want JARS plumber to redo the work.

HD must have been out of the shorties?

1) Never seen a WH installed laying on its' side so your gonna have to read the manufactures install instruction.
2) TRV discharge into a furnace pan?
3) Furnace pan discharges into an air-gap?
4) Not sure if that's a heat tape plugged in to an extension cord?
5) Receptacle cover missing
6) Junction boxes missing covers
7) Looks like PVC pipe being used for the TRV (PRV) valve
8) ROMEX is white maybe incorrect size but should be in flex conduit?
9) Water line and valve can't tell if its CPVC or PVC?
10) Do you require an expansion tank?
11) Any requirement for removing old equipment, shortie WH?
 
I saw this rule abiding lady while out for an inspection recently.

Here is another handsome fellow I saw last summer while out and about. Because of drought conditions the wild berry crop failed and our town was over run with bears looking for apples and other fruits.
