    Could you dig out the floor 6" to get it legal? If not, I would say it is not legal storage space, but only a crawlspace or mechanical space.

    I've never had cable. Only turn on the TV to watch Netflix or Google Play, usually on a Friday night with the kids. The kids mostly watch YouTube videos on their phones.

    I think the AHJ is wrong. The intent is that the fire department can open the door and spray to the back wall. The openings only need to be along one side as long as the fire hose can spray the back wall IMO.

    If you start totally enclosing the stalls with full-height walls, then maybe just go to single user toilets with sinks all ganged together in a common area. I have seen the sink outside of the toilet room in several recent projects, and it was done to save space.
